- INCIDENTS DURING THE RACE
1.1 - The final text of these Regulations shall be the English version which will be used should any dispute arise as to their interpretation. Headings in this document are for ease of reference only and do not form part of these Regulations.
1.2 - These Regulations may only be changed after the conclusion of the first official race of the season after having gone through a voting process for which a 75% majority elects a proposed change and such change is then approved or vetoed by the SRH Management.
2.1 - All drivers, competitors, and officials participating in the Championship undertake, on behalf of themselves, to observe all the provisions as supplemented or amended of the present Regulations also referred to as "the Regulations".
2.2 - The Championship and each of its Events is governed by the SimRacingHub (SRH) Management in accordance with the Regulations. Event means any event entered into the SRHF1 2019 Championship commencing at the scheduled time for the Official Practice and ending at the conclusion of the Race, including Qualifying sessions.
2.3 - SimRacingHub's official time zone is USA Eastern Time. All time references in the Regulations are GMT-4 between the start of Daylight Savings on March 10th, 2019, and the end on November 3rd, 2019. Times outside the previous date range are GMT-5.
2.4 - SRH Management uses one way for mass communication to the Championship participants; the SimRacingHub's Forum.
2.5 - The Championship and each of its Events is run in an online simulated environment through software made by Studio 397 named "rFactor 2" (rF2) which is only available through the digital distribution platform Steam.
2.6 - The Championship's official rFactor 2 mod is "SRHF1_2019_RX" where "X" is the Event number taking place at the given calendar time. The 3D models of the mod are made by "ASR", original physics by Studio 397 and "ASR", and modifications made by the SRH and FiHS Management.
2.7 - Updates to the official mod are permitted in case but not limited to the following flaws: incorrect brake wear, incorrect engine wear, incorrect fuel tank capacity, incorrect fuel consumption, and/or any flaw caused after an added feature in a newer rFactor 2 build once the Championship has started. Furthermore, visual and/or audio related updates are permitted and released at the discretion of the SRH Management.
2.8 - Even though each team's car is visually different from the others, all drivers are subject to equal performance levels in the sense that only one engine model, one suspension model, one gearbox model, one aerodynamics model, one damage model, one tire model, and one setup model is used across all cars entered in the Championship.
3.1 - Only drivers with authorization by the SRH Management are granted participation in the Championship.
3.2 - It is the driver's responsibility to have an adequate Internet connection to ensure safe participation in an event. The SRH Management reserves the right to exclude a driver from an event if an inadequate Internet connection is detected that could potentially hinder the safety of other participants.
3.3 - It is the driver's responsibility to confirm participation in an event prior to the scheduled start of Qualifying. Drivers must confirm participation by registering on the event's official page. Registrations for an event will close right after the conclusion of the Official Practice on Tuesday. The SRH Management reserves the right to call upon a reserve driver as a replacement for any driver who did not register on time and did not complete at least 10 timed laps on the official SRHF1 rFactor 2 server provided that said reserve driver has completed at least 25 timed laps by the conclusion of the Official Practice.
4.1 - Drivers are granted a license after approval from the SRH Management. Applications for licenses must be made once per season through the SimRacingHub's forum topic "2019 SRHF1 League Entry List".
4.2 - Drivers that finished the previous season in the Top 14 of the Ranking are automatically granted a license for next season.
4.3 - A license may be revoked by the SRH Management after failing to participate in two consecutive events without prior notice.
4.4 - In accordance with Article 24.3, the stewards may impose penalty points on a driver's license. If a driver accrues 12 penalty points his or her license will be suspended for the following event, following which 12 points will be removed from the license.
4.5 - Penalty points will remain on a driver's license for a period of 12 months after which they will be respectively removed on the 12 month anniversary of their imposition.
4.6 - A revoked license may only be reinstated after approval from the SRH Management.
5.1 - There will be a Performance & Participation Ranking System, also referred to as "the Ranking", used throughout the 2019 Championship to measure the performance and participation level of each driver. The point system used in the Ranking is as follows:
- +10 bonus points for completing a minimum of 25 timed laps ("Clean" column on Liveracers) during practice days in the server up to a day before the race.
- +5 bonus points for completing 50 timed laps ("Clean" column on Liveracers) or more during practice days in the server up to a day before the race.
- -2 point for each Minor Penalty as per Article 24.4.
- -10 points for each Severe Penalty as per Article 24.5.
5.2. Team selection for following seasons will be prioritized starting first with the Drivers Championship winner and then continuing based on the Ranking. The Teams Championship will not be taken into consideration when selecting teams and teammates for the coming season. Should the Drivers Championship winner decide not to participate in the following season, the first to pick team and teammate will be whoever finished higher in the Ranking.
6.1 - The distance of all races, from the start signal to the checkered flag, shall be equal to the least number of complete laps which exceed a distance of 305 km (Monaco 260 km).
6.2 - The number of events in the Championship is 21 and shall not be changed once the Championship has begun.
6.3 - The final list of events is published by the SRH Management before March 1st each year.
6.4 - An event may be substituted by another in the case of a track not meeting the necessary standards for racing. The event substitution may happen no later than two weeks prior to the event's scheduled date.
6.5 - An event may be canceled and not postponed if fewer than 10 participants are available for it.
7.1 - The title of SRHF1 Champion Driver is awarded to the driver who has scored the highest number of Drivers Championship points, taking into consideration all the results obtained during the events which have actually taken place.
7.2 - The title of SRHF1 Champion Team is awarded to the team who has scored the highest number of Teams Championship points, taking into consideration all the results obtained during the events which have actually taken place.
7.3 - A team is defined as the matching pair of cars under the same brand name.
7.4 - Points for both titles will be awarded to the top 10 finishers at each Event according to the following scale:
7.5 - In addition to the above, one point will be awarded to the driver who achieved the fastest lap of the race and to the team whose car he was driving, provided the lap time was achieved without incurring a penalty and he was in the top ten positions of the final race classification. No point will be awarded if the fastest lap is achieved by a driver who was classified outside the top ten positions.
7.6 - If two or more teams or drivers finish the season with the same number of points, the highest place in the Championship (in either case) shall be awarded to:
- The holder of the greatest number of first places.
- If the number of first places is the same, the holder of the greatest number of second places.
- If the number of second places is the same, the holder of the greatest number of third places and so on until a winner emerges.
- If this procedure fails to produce a result, the SRH Management will nominate the winner according to the placement on the ranking.
8.2 - Applications shall include:
- Confirmation that the applicant has read and understood the Regulations and agrees, on his own behalf, to observe them.
- The full name of the applicant.
- The geolocation or at least time zone of the applicant.
8.3 - All applications will be studied by the SRH Management and accepted or rejected at its absolute discretion.
8.4 - Eleven (11) teams of two (2) cars each totaling twenty-two (22) seats will be entered in the Championship.
8.5 - The Team and Teammate selection shall consist of a two-phase process:
- Phase 1:
- On March 5th, 2019, the top 14 drivers from the 2018 season's ranking, here now referred to as "Seeded Driver(s)", will meet in SimRacingHub's official TeamSpeak server.
- Each Seeded Driver will either pick a team from the list of available teams or create his own.
- Each Seeded Driver has the option to pick another Seeded Driver as a teammate.
- Each Seeded Driver has the option to not pick a Seeded Driver as a teammate and wait until Phase 2 to pick a driver from the top 8 of the Winter Series Championship (WSC) final standings.
- Should a Seeded Driver decide not to participate in the Championship, an extra seat will be made available to WSC participants.
- The first pick will be given to the 2018 Drivers Champion. Followed by the highest-ranked driver from the 2018 season's ranking and so on and so forth.
- Phase 2:
- Starting on March 8th until March 10th, a topic on SimRacingHub's forum will be open to proceed with the team and teammate selection.
- The drivers that finished the Winter Series Championship in the top 8 in the Standings will be automatically entered into the picking pool.
- The first pick will be given to the highest-ranked driver that took part in Phase 1 but did not pick a teammate.
- After all Seeded Drivers from Phase 1 have selected their teammates, the Winter Series Champion will continue with the selection process, then the runner-up and so on and so forth.
- It is the drivers' responsibility to check updates on the forum thread to notice their respective picking turns.
- Selection will be considered final once all twenty-two (22) seats have been filled.
9.1 - A Race Director will be appointed the following tasks during an event:
- The control of practice, qualifying, and the race, adherence to the timetable and, if deemed necessary, the making of any proposal to the drivers to modify the timetable in accordance with the Regulations.
- The stopping of any car in accordance with the Regulations.
- The stopping of Practice or suspension of the Race in accordance with the Regulations if deemed unsafe to continue and ensuring that the correct restart procedure is carried out.
- The start procedure.
- The removal of incorrect penalties issued by rFactor 2.
- The issuing of penalties at the conclusion of an event.
9.2 - In some cases, the Race Director may be accompanied by at least one steward to assist in the decision-making in the event of a breach of the Regulations.
9.3 - The Race Director may give instructions to competitors by means of private and/or public voice messages on SimRacingHub's official TeamSpeak server.
9.4 - All classifications and results of practice, qualifying, and the race, as well as all decisions issued by the Race Director, will be posted on the event's official page and forum thread.
10.1 - Drivers will be given up to 24 hours after the conclusion of an event to report via a private message to forum user "SRH Management" incidents that should be investigated further. However, it is encouraged that drivers report incidents immediately after occurring via a private whisper to the Stewards Office channel on SimRacingHub's official TeamSpeak server. After 24 hours of the conclusion of an event, the Stewards and Race Director will not investigate incidents unless reported by a driver using the appropriate channels.
10.2 - Incidents reported by rFactor 2 via the event's log will be investigated immediately after the conclusion of an event.
10.3 - Incidents reported outside SimRacingHub's official TeamSpeak server or a private message to Forum user "SRH Management" will be immediately dismissed.
10.4 - Appeals may not be made against decisions concerning the following:
- Penalties imposed under Articles 24.3a., b., c., d., or e.
- Any decision taken by the Race Director or stewards in relation to Article 21.1.
11.1 - The Race Director or rFactor 2 itself may inflict the penalties specifically set out in these Regulations.
12.1 - Save where these Regulations require otherwise, pit lane and track discipline and safety measures will be the same for all practice sessions, qualifying, and the race.
12.2 - If a car stops on the track, it shall be the duty of the driver to remove it as quickly as possible so that its presence does not constitute a danger or hinder other competitors. Under no circumstances may a driver stop his car on the track without justifiable reason.
12.3 - A speed limit of 80km/h will be imposed in the pit lane during the whole event.
In accordance with Article 11.1 rFactor 2 may impose either of the penalties under Article 24.3 a., b., or c. if a driver has exceeded the imposed pit lane speed limit.
12.4 - Drivers with serious mechanical or technical difficulties must leave the track as soon as it is safe to do so.
12.5 - It is permitted to rejoin a race after a connection loss. Should a driver lose connection during a race, his car will be automatically placed by rFactor 2 in the garage in the same condition it was right before the disconnection.
13.1 - Tire wear rate is set to normal (1x).
13.2 - Fuel usage is set to normal (1x).
13.3 - Damage multiplier is set to 70%.
13.4 - Mechanical failures set to normal.
13.5 - Only Clutch Assistance (F11) is allowed.
13.6 - RealRoad configured to "Auto-save". No external grip files are allowed to run on the server. Rubber will stop accumulating after the conclusion of the Official Practice. At this point, a grip file will be saved and shall be the starting point at the beginning of any subsequent practice session on the server and ultimately the Race.
13.7 - There will be a few events in which wet weather might be present during Qualifying, Race or both. The weather forecast for each event will be posted on the event's official page.
13.8 - The server will be password protected before the start of the Official Practice. The password is sent to the drivers in the confirmation email after registering for the event.
14.1 - There will be three (3) specifications of dry-weather tire compounds throughout the Championship, they are: Soft (red band), Medium (yellow band), and Hard (white band).
14.2 - There will be two (2) specifications of wet-weather tire compounds throughout the Championship, they are: Wet (blue band), and Intermediates (green band).
14.3 - Drivers who make it through the final qualifying session (Q2) will have to start the race on the same tire compound they used to record their fastest timed lap during the first qualifying session (Q1).
14.4 - Drivers must use at least two out of the three dry-weather tire compounds during the race.
14.5 - Tires will only be deemed to have been used once the car has left the pit lane.
14.6 - Drivers that breach Articles 14.3 or 14.4 will be automatically excluded from the results of the race.
14.7 - Should the start of the race require the use of a wet-weather tire compound, Article 14.3 will not be enforced.
14.8 - Should there be wet weather at any point during the race, Article 14.4 will not be enforced.
14.9 - Drivers who advance to the final qualifying session (Q2) setting their fastest timed laps in the first qualifying session (Q1) using wet-weather tires will not be subject to Article 14.3.
14.10 - The race is considered to have started once the lights signal the start as indicated in Article 22.7. Any tire change performed during the formation lap or while the count-down timer has not elapsed, will not be considered towards Article 14.4.
15.1 - Drivers are strictly forbidden to drive their car in the opposite direction to the race unless this is absolutely necessary in order to move the car from a dangerous position.
15.2 - Drivers must make every reasonable effort to use the track at all times and may not deliberately leave the track without a justifiable reason.
Drivers will be judged to have left the track if no part of the car remains in contact with it and, for the avoidance of doubt, any white or yellow lines defining the track edges are considered to be part of the track but the curbs are not.
Should a car leave the track the driver may rejoin, however, this may only be done when it is safe to do so and without gaining any lasting advantage. At the absolute discretion of the Race Director and/or stewards a driver may be given the opportunity to give back the whole of any advantage he gained by leaving the track.
15.3 - At no time may a car be driven unnecessarily slowly, erratically or in a manner which could be deemed potentially dangerous to other drivers. This will apply whether any such car is being driven on the track, the pit entry or the pit lane.
15.4 - More than one change of direction to defend a position is not permitted. Any driver moving back towards the racing line, having earlier defended his position off-line, should leave at least one car width between his own car and the edge of the track on the approach to the corner.
15.5 - Any driver defending his position on a straight, and before any braking area, may use the full width of the track during his first move, provided no significant portion of the car attempting to pass is alongside his. Whilst defending in this way the driver may not leave the track without justifiable reason.
For the avoidance of doubt, if any part of the front wing of the car attempting to pass is alongside the rear wheel of the car in front this will be deemed to be a 'significant portion'.
15.6 - Maneuvers liable to hinder other drivers, such as deliberate crowding of a car beyond the edge of the track or any other abnormal change of direction, are not permitted.
15.7 - As soon as a car is caught by another car which is about to lap it during the race the driver must allow the faster driver past at the first available opportunity. If the driver who has been caught does not allow the faster driver past, waved blue flags will be shown to indicate that he must allow the following driver to overtake.
15.8 - Drivers are strictly forbidden to use the Escape (ESC) key outside the speed-limited pit area throughout the entirety of Qualifying. Drivers who are forced to press the ESC key outside the speed-limited pit area are not allowed back out from their garages for the remainder of the currently running qualifying session (Q1 or Q2).
15.9 - Drivers that suffer an accident that results in the loss of the rear wing, a wheel, or the engine, will have to abandon the currently running qualifying session (Q1 or Q2) immediately.
15.10 - The Qualifying session will be reviewed after the race is over. Drivers who are found leaving their garages after hitting the ESC key outside the speed-limited pit area or who breach article 15.9 will be automatically excluded from both Official Qualifying and Race results.
15.11 - During Qualifying, drivers must, at all times, exercise caution and drive away from the racing line within the track limits during pit-in laps.
15.12 - Drivers must, at all times, drive back to the pit lane after the chequered flag has been waved at them indicating the end of Qualifying or Race. Drivers who are unable to return to the pits or are involved in an incident will be investigated in accordance with article 24.
16.1 - The pit lane will be divided into two lanes, the lane closest to the pit wall will be designated the "fast lane", the lane closest to the garages will be designated the "inner lane". At no moment, a driver may circulate in the inner lane at fast lane speeds and vice-versa.
16.2 - When coming out of the pit lane, the pit exit line must not be crossed. For the avoidance of doubt, if two wheels have entirely crossed the pit exit line, the driver is deemed to have crossed the line and a 5-second time penalty will be added to his final race time.
17.1 - Unless unexpected technical difficulties that might cause a delay, a Championship Event week timetable is as follows:
- From 21:30 to 23:00: Official Practice
- From 21:30 to 21:42: Qualifying 1
- From 21:45 to 21:53: Qualifying 2
- From 21:55 to 22:00: Pre-race warm-up
- From 22:00 to race finish: Race
18.1 - An Official Practice session will take place the week of an event on Tuesday from 21:30 to 23:00.
18.2 - The track will be open continuously with 90-minute practice sessions throughout the week of an event except only during the time period of Official Practice, Qualifying and the Race.
19.1 - The qualifying session will take place on the day of the race from 21:30 to 21:55. The session will be run as follows:
- From 21:30 to 21:42 (Q1) all cars will be permitted on the track and at the end of this period, the drivers outside the top 10 will be prohibited from taking any further part in the session. Laps achieved by the top 10 will then be deleted.
- From 21:45 to 21:53 (Q2) the ten remaining cars will be permitted on the track.
19.2 - Parc fermé conditions are in effect starting with the first timed lap in the first qualifying session (Q1).
19.3 - Drivers that fail to join the server during qualifying but recorded a lap time during the free practices will be moved to the back of the grid in the order in which they arrive during the warm-up session.
19.4 - To prevent disrupting a driver's timed lap, both qualifying sessions will take place on a closed server meaning that joining the server during qualifying will not be allowed by rFactor 2.
20.1 - Each car will be deemed to be in parc fermé from the time at which it sets a lap time during qualifying, including the first qualifying session (Q1), until the start of the race.
20.2 - Under parc fermé, only the following car setup parameters may be adjusted:
- Starting fuel load.
- Tire compound.
- Front wing angle.
- Engine RPM limit.
- Steering lock.
- Brake BIAS.
- Brake pressure.
- Engine brake map.
- Engine torque map.
- MGU-H boost.
21.1 - The grid will be drawn up as follows:
- The last twelve positions will be occupied by the cars eliminated during Q1, the fastest in 11th position.
- The top ten positions will be occupied by the cars which took part in Q2, the fastest in pole position.
- Once the grid has been established in accordance with a. and b. above, grid position penalties will be applied to the drivers in question in the order the offenses were committed.
21.2 - Drivers that leave the server after the starting grid has been set during the warm-up session will be moved to the back of the grid with their position determined by the order in which they rejoin the server.
22.1 - Prior to the race start, there will be a 5-minute warm-up period where drivers are allowed to go on the track and perform system checks. There will be an additional three-minute wait at the end of the warm-up for drivers who disconnected during this session. During the extended wait time, the track will be closed and no drivers will be allowed to go out of their respective garages.
22.2 - When the final warm-up period expires, the Race Director will move the server to the race session. A 30-second timer will begin the countdown for the cars to line-up on the grid. Drivers that remain in the server and are unable to line-up on the grid before the 30-second timer expires will start the race from the pit lane. If a driver is disconnected from the server before it loads the starting lights sequence, the server will be moved back to the warm-up session and wait for a maximum of 3 minutes for the driver to rejoin on the back of the grid.
22.3 - After the 45-second timer elapses, the game will signal the start of the formation lap with the pole position driver leading.
When leaving the grid all drivers must respect the pit lane speed limit until they pass pole position.
22.4 - During the formation lap, practice starts are forbidden and the formation must be kept as tight as possible.
22.5 - Overtaking during the formation lap is only permitted if a car is delayed and cars behind cannot avoid passing it without unduly delaying the remainder of the field. In this case, drivers may only overtake to re-establish the original starting order. Any driver delayed in this way, and who is unable to re-establish the original starting order before he reaches the pit entry line, must start from the pit lane.
22.6 - Drivers that suffer unrepairable damages during the formation lap must start the race from the pit lane if they wish to continue.
22.7 - When the cars come back to the grid at the end of the formation lap, they will stop within their respective grid positions, keeping their engines running.
There will be a standing start, the signal being given by means of lights activated by rFactor 2 itself once all the cars have come to a halt and are lined up properly.
22.8 - If, after returning to the starting grid at the end of the formation lap a problem arises, the following procedures shall apply:
- If the track lights are malfunctioning 30 seconds after all cars have stopped in their respective grid positions, a race restart will be issued. In such case, the Race Director will announce an extra formation lap and the race length will remain the same.
- If the track lights malfunction for the second time, the server will be restarted and the formation lap will be disabled. In such case, the race length will be reduced by two laps.
- Should there be a synchronization problem with the server, the race will be restarted.
22.9 - Once the race has started signaled by the track lights, no restarts may be issued under any circumstances unless there's a server malfunction within the first five laps of the race.
23.1 - During the race, drivers leaving the pit lane may only do so when the light at the end of the pit lane is green and on their own responsibility. A flashing blue light will warn the driver if cars are approaching on the track. It is absolutely prohibited to leave the pit lane under a red light. Leaving the pit lane under a red light will result in an automatic disqualification by rFactor 2 itself.
23.2 - In the event of a server failure before the race leader has covered half the race distance in laps, the server will be rebooted. Drivers that had not retired prior to the server failure will be given 10 minutes to rejoin the server. The Race Director will then adjust the starting grid based on the positions each driver was the lap in which the server failed. The race distance will be adjusted to the remaining laps prior to the failure. The session will then proceed with the starting procedure as stated in Article 22 of these Regulations.
23.3 - In the event of a server failure after the race leader has covered half the race distance in laps, the race will be considered over and full points will be given.
24.1 - "Incident" means any occurrence or series of occurrences involving one or more drivers, or any action by any driver, which is observed by the Race Director or a steward which:
- Constituted a breach of these Regulations.
- Caused a false start by one or more cars.
- Caused a collision.
- Forced a driver off the track.
- Illegitimately prevented a legitimate overtaking maneuver by a driver.
- Illegitimately impeded another driver during overtaking.
- Use of the chat during qualifying and/or race without prior authorization from the Race Director.
24.2 - It shall be at the discretion of the Race Director to decide if a driver or drivers involved in an incident shall be penalized.
24.3 - rFactor 2 may impose any one of the penalties below on any driver involved in an incident:
- A drive-through penalty. The driver must enter the pit lane and rejoin the race without stopping.
- A five-second stop-and-go penalty. The driver must enter the pit lane, stop in his pit stop position for at least five seconds and then rejoin the race.
- A ten-second stop-and-go penalty. The driver must enter the pit lane, stop in his pit stop position for at least ten seconds and then rejoin the race.
If either of the three penalties above is imposed after the end of a race by the Race Director, 20 seconds will be added to the elapsed race time of the driver concerned in the case of a. above, 25 seconds in the case of b., and 30 seconds in the case of c.
- A time penalty.
- A reprimand.
- A drop of any number of grid positions at the driver's next event.
- Exclusion from the results.
- Suspension from the driver's next event.
- Suspension from the Championship.
If any of the nine penalties above are imposed they shall not be subject to appeal
24.4 - For purposes concerning the Participation and Performance Ranking, a penalty is considered "minor" if the incident only affects the driver who committed the infraction. Such incidents include but are not limited to: speeding in the pit-lane, crossing the pit-exit line, etc.
24.5 - For purposes concerning the Participation and Performance Ranking, a penalty is considered "severe" if the incident directly affects two or more cars, including the driver who committed the infraction. Such incidents include but are not limited to: ignoring blue flags, chatting before it is permitted, causing a collision, etc.
25.1 - The car placed first will be the one having covered the scheduled distance in the shortest time. All cars will be classified taking into account the number of complete laps they have covered, and for those which have completed the same number of laps, the order in which they crossed the Line.
25.2 - Cars having covered less than 75% of the number of laps covered by the winner (rounded down to the nearest whole number of laps), will not be classified and no points will be awarded.
25.3 - The official classification will be published no later than 72 hours after the conclusion of the race. It will be the only valid result subject to any amendments which may be made under these Regulations.
25.4 - Both Drivers Championship standings and Teams Championship standings will be published no later than 72 hours after the conclusion of the race. It will be the only valid standings subject to any amendments which may be made under these Regulations.
26.1 - At the end of the season, the top 3 drivers in the Drivers Championship Standings will have the opportunity to pick a prize from a list provided by the SRH Management. The first to select will be the Drivers Champion, followed by the runner-up, and so on and so forth.
26.2 - Prizes will only be revealed once the season has finished.
