1. REGULATIONS

1.1 - The final text of these Sporting Regulations shall be the English version which will be used should any dispute arise as to their interpretation. Headings in this document are for ease of reference only and do not form part of these Sporting Regulations.

1.2 - These Sporting Regulations may only be changed after the conclusion of the first official race of the 2017 season after having gone through a voting process for which a 75% majority elects a proposed change and such change is then approved or vetoed by the SRH Management.

2. GENERAL UNDERTAKING

2.1 - All drivers, competitors, and officials participating in the Championship undertake, on behalf of themselves, to observe all the provisions as supplemented or amended of the present Sporting Regulations also referred to as "the Regulations".

2.2 - The Championship and each of its Events is governed by the SimRacingHub (SRH) Management in accordance with the Regulations. Event means any event entered into the SRHF1 2017 Championship commencing at the scheduled time for the Public Free Practice and ending at the conclusion of the Race, including Qualifying sessions.

2.3 - SimRacingHub's official time zone is USA Eastern Time. All time references in the Regulations are GMT-4 between the start of Daylight Savings on March 12th, 2017, and the end on November 5th, 2017. Times outside the previous date range are GMT-5.

2.4 - The SRH Management uses one way for mass communication to the Championship participants. That is the SimRacingHub's Forum.

2.5 - The Championship and each of its Events is run in an online simulated environment through software made by Studio 397 named "rFactor 2" (rF2) which is only available through the digital distribution platform Steam.

2.6 - The Championship's official rFactor 2 mod is "SRHF1_2017_RX" where "X" is the Event number taking place at the given calendar time. The 3D models of the mod are made by Hendrie Klink (HJK), original physics by Studio 397 and Nicola Acciarri, and modifications made by the SRH and FiHS Management.

2.7 - Updates to the official mod are permitted in case but not limited to the following flaws: incorrect brake wear, incorrect engine wear, incorrect fuel tank capacity, and/or any flaw caused after an added feature in a newer rFactor 2 build once the Championship has started. The update(s) may only address the flaws stated and must be approved by 75% of all competitors actively involved in the Championship.

2.8 - Even though each team's car is visually different from the others, all drivers are subject to equal performance levels in the sense that only one engine model, one suspension model, one gearbox model, one aerodynamics model, one damage model, one tire model, and one setup model is used across all cars entered in the Championship.

3. GENERAL CONDITIONS

3.1 - Only drivers with authorization by the SRH Management are granted participation in the Championship.

3.2 - It is the driver's responsibility to ensure his or her Internet connection is adequate enough to safely participate in an Event. The SRH Management reserves the right to exclude a driver from an Event if his or her Internet connection is deemed unsafe.

3.3 - It is the driver's responsibility to submit his or her participation in an Event by registering on the Event page by the time of the Official Practice. After the Event's registration period has elapsed, the SRH Management reserves the right to call upon a reserve driver as a replacement for any driver who did not register on time.

4. LICENSES

4.1 - Drivers are granted a license after approval from the SRH Management. Applications for licenses must be made once per season through the SimRacingHub's forum topic "2017 SRHF1 League Entry List".

4.2 - Drivers that finished the previous season in the Top 14 of the Ranking are automatically granted a license.

4.2 - A driver's license may be revoked by the SRH Management after failing to participate in two consecutive Events without prior notice.

4.3 - In accordance with Article 24.3, the stewards may impose penalty points on a driver's license. If a driver accrues 12 penalty points his or her license will be suspended for the following Event, following which 12 points will be removed from the license.

4.4 - Penalty points will remain on a driver's license for a period of 12 months after which they will be respectively removed on the 12 month anniversary of their imposition.

4.5 - A revoked license may only be re-instated after approval from the SRH Management.

5. RANKING SYSTEM

5.1 - There will be a Performance & Participation Ranking System, also referred to as "the Ranking", used throughout the 2017 Championship to measure the performance and participation level of each driver. The point system used in the the Ranking is as follows:

  • +10 bonus points for completing 25 laps or more during practice days in the server up to the day before the race.
  • -2 point for each Minor Penalty as per Article 24.4.
  • -10 points for each Severe Penalty as per Article 24.5.

5.2. Team selection for following seasons will be prioritized starting first with the Drivers Championship winner and then continuing based on the Ranking. The Teams Championship will not be taken into consideration when selecting teams and teammates for the coming season. Shall the Drivers Championship winner decide not to participate in the following season, the first to pick team and teammate will be whoever finished higher in the Ranking.

6. CHAMPIONSHIP EVENTS

6.1 - The distance of all races, from the start signal to the checkered flag, shall be equal to the least number of complete laps which exceed a distance of 305 km (Monaco 260 km).

6.2 - The number of Events in the Championship is 20 and shall not be changed once the Championship has begun.

6.3 - The final list of Events is published by the SRH Management before March 1st each year.

6.4 - An Event may be substituted by another in the case of a track not meeting the necessary standards for racing. The Event substitution may happen no later than two weeks prior to the Event's scheduled date.

6.5 - An Event may be canceled and not postponed if fewer than 10 participants are available for it.

7. WORLD CHAMPIONSHIP

7.1 - The title of SRHF1 Champion Driver to the driver who has scored the highest number of Drivers Championship points, taking into consideration all the results obtained during the Events which have actually taken place.

7.2 - The title of SRHF1 Champion Team to the team who have scored the highest number of Teams Championship points, taking into consideration all the results obtained during the Events which have actually taken place.

7.3 - A Team is defined as the matching pair of cars under the same brand name.

7.4 - Points for both titles will be awarded to the top 10 finishers at each Event according to the following scale:

7.5 - If two or more teams or drivers finish the season with the same number of points, the greatest place in the Championship (in either case) shall be awarded to:

  1. The holder of the greatest number of first places.
  2. If the number of first places is the same, the holder of the greatest number of second places.
  3. If the number of second places is the same, the holder of the greatest number of third places and so on until a winner emerges.
  4. If this procedure fails to produce a result, the SRH Management will nominate the winner according to the placement on the ranking.
8. COMPETITORS APPLICATION & TEAM AND TEAMMATE SELECTION

8.1 - Applications to compete in the Championship may be submitted on the SimRacingHub's Forum during the open enrollment period on the topic "SRHF1 League Entry List".

8.2 - Applications shall include:

  1. Confirmation that the applicant has read and understood the Regulations and agrees, on his own behalf, to observe them.
  2. The full name of the applicant.
  3. The geolocation or at least time zone of the applicant.

8.3 - All applications will be studied by the SRH Management and accepted or rejected at its absolute discretion.

8.4 - Eleven (11) teams of two (2) cars each totaling twenty-two (22) seats will be entered in the Championship.

8.5 - The Team and Teammate selection shall consist of a two-phase process:

  • Phase 1:
    • On a date announced by the SRH Management, the top 14 drivers from the previous season's ranking will meet in SimRacingHub's official TeamSpeak server.
    • Each driver will pick a team and teammate of his preference as long as his selection is also in the top 14 from the previous season's ranking. A driver may also opt to not pick a teammate and just pick a team.
    • The first pick will be given to the Drivers Champion from the previous season. Followed by the highest-ranked driver from the previous season's ranking and so on and so forth.
    • Should a driver from the top 14 decide not to pick a teammate, he will have to wait until the Winter Series Championship (WSC) is over and then pick a driver from the top 8 on the WSC Standings at the beginning of Phase 2.
    • Should a driver from the top 14 decide not to participate in the Championship, an extra seat will be made available.
  • Phase 2:
    • Starting on a date announced by the SRH Management, a topic on SimRacingHub's forum will be open to proceed with the team and teammate selection.
    • The drivers that finished the Winter Series Championship in the top 8 in the Standings will be automatically entered into the picking pool.
    • The first pick will be given to the highest-ranked driver that took part in Phase 1 but did not pick a teammate. Followed by the winner of the Winter Series Championship, and then the runner-up, and so on and so forth.
    • Each driver will be given 24 hours to announce his or her team and teammate on the forum's topic. If no announcement is made, the next driver to follow will take the selection turn.
    • Selection will be considered final once all twenty-two (22) seats have been picked.
9. OFFICIALS

9.1 - At least one Race Director from the SRH Management will be appointed the following tasks during an Event:

  1. The control of practice, qualifying, and the race, adherence to the timetable and, if he deems it necessary, the making of any proposal to the drivers to modify the timetable in accordance with the Regulations.
  2. The stopping of any car in accordance with the Regulations.
  3. The stopping of practice or suspension of the race in accordance with the Regulations if he deems it unsafe to continue and ensuring that the correct restart procedure is carried out.
  4. The start procedure.
  5. The issuing of penalties to drivers that breach any code of these Regulations.

9.2 - In some cases, the Race Director may be accompanied by at least one steward to assist in the decision-making in the event of a breach of the Sporting Regulations.

9.3 - The Race Director or a steward may give instructions to competitors by means of private and/or public messages through rFactor 2's chat system.

9.4 - All classifications and results of practice, qualifying, and the race, as well as all decisions issued by the Race Director, will be posted on the Event's official page and forum thread.

10. PROTESTS AND APPEALS

10.1 - Protests for a given race incident shall be made within 20 seconds of the incident's occurrence. The mechanism to file a protest is via a private whisper to the Stewards Office channel on SimRacingHub's official TeamSpeak server.

10.2 - Incidents that occurred within the last three (3) laps of the race will be reviewed after the race.

10.3 - Incidents reported outside SimRacingHub's official TeamSpeak server will be immediately dismissed.

10.4 - Appeals may not be made against decisions concerning the following:

  1. Penalties imposed under Articles 24.3a., b., c., d., or e. including those imposed during the last three (3) laps or after the end of a race.
  2. Any decision taken by the Race Director or stewards in relation to Article 21.1.
11. SANCTIONS

11.1 - The Race Director, stewards, or rFactor 2 itself may inflict the penalties specifically set out in these Sporting Regulations.

11.2 - Any driver who receives three (3) reprimands in the same Championship season will, upon the imposition of the third, be given a ten grid place penalty at that Event. If the third reprimand is imposed following an Incident during a race the ten grid place penalty will be applied at the driver's next Event.

The ten grid place penalty will only be imposed if at least two (2) of the reprimands were imposed for a driving infringement.

12. GENERAL SAFETY

12.1 - Save where these Sporting Regulations require otherwise, pit lane and track discipline and safety measures will be the same for all practice sessions, qualifying, and the race.

12.2 - If a car stops on the track, it shall be the duty of the driver to remove it as quickly as possible so that its presence does not constitute a danger or hinder other competitors. Under no circumstances may a driver stop his car on the track without justifiable reason.

12.3 - A speed limit of 80km/h will be imposed in the pit lane during the whole Event.

In accordance with Article 11.1 rFactor 2 may impose either of the penalties under Article 24.3 a., b., or c. if a driver has exceeded the imposed pit lane speed limit.

12.4 - If a driver has serious mechanical or technical difficulties he must leave the track as soon as it is safe to do so.

12.5 - If a driver loses connection during the race, he is permitted to re-join it without being penalized. The driver's car will be automatically placed by rFactor 2 in the garage in the same condition it was right before the disconnection. If the driver wishes to continue and re-join the race, he or she will have to do so from the garage.

13. RFACTOR 2 SERVER SETTINGS

13.1 - Tire wear rate is set to normal (1x).

13.2 - Fuel usage is set to normal (1x).

13.3 - Damage multiplier is set to 70%.

13.4 - Mechanical failures set to normal.

13.5 - Only Clutch Assistance (F11) is allowed.

13.6 - RealRoad configured to "Auto-save". No external grip files are allowed to run on the server. Rubber will stop accumulating an hour prior to the Official Practice. At this point, a grip file will be saved and shall be the starting point at the beginning of any subsequent practice run on the server.

13.7 - There will be a few Events in which wet weather might be present during Qualifying, Race, or both. The weather forecast for each Event will be posted on the Event's official page.

13.8 - The server will be password protected during official sessions. The password is sent to the driver in the confirmation email after registering for an Event.

14. SUPPLY OF TIRES IN THE CHAMPIONSHIP AND TIRE LIMITATION DURING THE EVENT

14.1 - There will be five (5) specifications of dry-weather tire compounds throughout the Championship, they are: Ultra-Soft (purple band), Super-Soft (red band), Soft (yellow band), Medium (white band), and Hard (orange band).

14.2 - There will be two (2) specifications of wet-weather tire compounds throughout the Championship, they are: Wet (blue band), and Intermediates (green band).

14.3 - Three (3) out of the five (5) specifications of dry-weather tire compounds will be provided at each Event, each of which must be visibly distinguishable from one another when a car is on the track.

14.4 - A driver that takes part during the second qualifying session (Q2) will have to start the race on the same tire compound he used to record his fastest timed lap in Q2. If the driver advanced to Q2 but did not record a timed lap, the driver will have to start the race on the same tire compound he used to record his fastest timed lap in Q1.

14.5 - A driver must use at least one set of the hardest dry-weather tire compound available during the race.

14.6 - A driver must use at least two out of the three dry-weather tire compounds available during the race.

14.7 - Tires will only be deemed to have been used once the car has left the pit lane.

14.8 - Drivers that breach Articles 14.4, 14.5, and 14.6 will be automatically excluded from the results of the race.

14.9 - Should the start of the race require the use of a wet-weather tire compound, Article 14.4 will not be enforced.

14.10 - Should there be wet weather at any point during the Race, 14.5, and 14.6 will not be enforced.

14.11 - Should a driver that takes part during the second qualifying session (Q2) record his fastest timed lap on a wet-weather tire compound, Article 14.4 will not be enforced.

14.12 - The race is considered to have started once the lights signal the start as indicated in Article 22.8. Any tire change performed during the formation lap or while the count-down timer has not elapsed, will not be considered towards Articles 14.4, 14.5, 14.6.

15. DRIVING

15.1 - Drivers are strictly forbidden to drive their car in the opposite direction to the race unless this is absolutely necessary in order to move the car from a dangerous position.

15.2 - Drivers must make every reasonable effort to use the track at all times and may not deliberately leave the track without a justifiable reason.

Drivers will be judged to have left the track if no part of the car remains in contact with it and, for the avoidance of doubt, any white or yellow lines defining the track edges are considered to be part of the track but the curbs are not.

Should a car leave the track the driver may re-join, however, this may only be done when it is safe to do so and without gaining any lasting advantage. At the absolute discretion of the Race Director or stewards a driver may be given the opportunity to give back the whole of any advantage he gained by leaving the track.

15.3 - At no time may a car be driven unnecessarily slowly, erratically or in a manner which could be deemed potentially dangerous to other drivers. This will apply whether any such car is being driven on the track, the pit entry or the pit lane.

15.4 - More than one change of direction to defend a position is not permitted. Any driver moving back towards the racing line, having earlier defended his position off-line, should leave at least one car width between his own car and the edge of the track on the approach to the corner.

15.5 - Any driver defending his position on a straight, and before any braking area, may use the full width of the track during his first move, provided no significant portion of the car attempting to pass is alongside his. Whilst defending in this way the driver may not leave the track without justifiable reason.

For the avoidance of doubt, if any part of the front wing of the car attempting to pass is alongside the rear wheel of the car in front this will be deemed to be a 'significant portion'.

15.6 - Maneuvers liable to hinder other drivers, such as deliberate crowding of a car beyond the edge of the track or any other abnormal change of direction, are not permitted.

15.7 - As soon as a car is caught by another car which is about to lap it during the race the driver must allow the faster driver past at the first available opportunity. If the driver who has been caught does not allow the faster driver past, waved blue flags will be shown to indicate that he must allow the following driver to overtake.

16. PIT ENTRY, PIT LANE AND PIT EXIT

16.1 - The pit lane will be divided into two lanes, the lane closest to the pit wall will be designated the "fast lane", the lane closest to the garages will be designated the "inner lane". At no moment, a driver may circulate in the fast lane at inner lane speeds and vice-versa.

16.2 - When coming out of the pit lane, the pit exit line must not be crossed. For the avoidance of doubt, if two wheels have entirely crossed the pit exit line, the driver is deemed to have crossed the line and a 5-second time penalty will be added to his final race time.

17. EVENT TIMETABLE

17.1 - Unless unexpected technical difficulties with the server that might cause a delay, a Championship Event week timetable is as follows:

  • Tuesday
    • From 21:30 to 23:00: Official Practice
  • Thursday
    • From 21:30 to 21:42: Qualifying 1
    • From 21:45 to 21:53: Qualifying 2
    • From 21:55 to 22:00: Pre-race warm-up
    • From 22:00 to race finish: Race
18. FREE PRACTICE

18.1 - An Official Practice session will take place the week of an Event on Tuesday from 21:30 to 23:00.

18.2 - The track will be open continuously with 90-minute practice sessions throughout the week of an Event except only during the time period of an official practice, qualifying and the race.

19. QUALIFYING

19.1 - The qualifying session will take place on the day of the race from 21:30 to 21:55. The session will be run as follows:

  1. From 21:30 to 21:42 (Q1) all cars will be permitted on the track and at the end of this period, the drivers outside the top 10 will be prohibited from taking any further part in the session. Laps achieved by the top 10 will then be deleted.
  2. From 21:45 to 21:53 (Q2) the ten remaining cars will be permitted on the track.

19.2 - Parc fermé conditions are in effect starting with the first timed lap in Q1.

19.3 - Drivers that fail to join the server during qualifying but recorded a lap time during the free practices will be moved to the back of the grid in the order in which they arrive during the warm-up session.

19.4 - Both qualifying sessions will take place on a closed server meaning that joining the server during qualifying will not be allowed by rFactor 2.

19.5 - Drivers that leave the server during any qualifying session will have their lap times erased and be moved to the back of the grid in the order in which they arrive during the warm-up session.

20. PARC FERME

20.1 - Each car will be deemed to be in parc fermé from the time at which it sets a lap time during qualifying until the start of the race.

20.2 - Under parc fermé, only the following car setup parameters may be adjusted:

  • Starting fuel load.
  • Tire compound.
  • Front wing.
  • Engine RPM limit.
  • Steering lock.
  • Brake BIAS.
  • Brake pressure.
  • Engine brake map.
21. THE GRID

21.1 - During Q1, any driver whose best qualifying lap exceeds 110% of the fastest time set during that session, or who fails to set a time, will not be allowed to take part in the race. Under exceptional circumstances, however, which may include setting a suitable lap time in a free practice session, the Race Director or steward may permit the car to start the race.

21.2 - The grid will be drawn up as follows:

  1. The last twelve positions will be occupied by the cars eliminated during Q1, the fastest in 11th position.
  2. The top ten positions will be occupied by the cars which took part in Q2, the fastest in pole position.
  3. Once the grid has been established in accordance with a. and b. above, grid position penalties will be applied to the drivers in question in the order the offenses were committed.
22. STARTING PROCEDURE

22.1 - Prior to the race start, there will be a five-minute warm-up period where drivers are allowed to go on the track and perform system checks.

22.2 - When the five-minute warm-up period expires, the server will then move to the race session. A 45-second timer will begin the countdown for the cars to line-up on the grid. Drivers that are not able to line-up on the grid before the 45-second timer expires, will start the race from the pit lane.

22.3 - After the 45-second timer elapses, the game will signal the start of the formation lap with the pole position driver leading.

When leaving the grid all drivers must respect the pit lane speed limit until they pass pole position.

22.4 - During the formation lap practice starts are forbidden and the formation must be kept as tight as possible.

22.5 - Overtaking during the formation lap is only permitted if a car is delayed and cars behind cannot avoid passing it without unduly delaying the remainder of the field. In this case, drivers may only overtake to re-establish the original starting order. Any driver delayed in this way, and who is unable to re-establish the original starting order before he reaches the pit entry line, must start from the pit lane.

22.6 - Drivers that suffer accidents during the formation lap must start the race from the pit lane if they wish to continue.

22.7 - Drivers that report technical issues before the start of the formation lap or during it must start the race from the pit lane if they wish to continue.

22.8 - When the cars come back to the grid at the end of the formation lap, they will stop within their respective grid positions, keeping their engines running.

There will be a standing start, the signal being given by means of lights activated by rFactor 2 itself once all the cars have come to a halt.

22.9 - If, after returning to the starting grid at the end of the formation lap a problem arises, the following procedures shall apply:

  1. If the track lights are malfunctioning 20 seconds after all cars have stopped in their respective grid positions, a race restart will be issued. In such case, the Race Director will announce an extra formation lap and the race length will remain the same.
  2. If the track lights malfunction for the second time, the server will be restarted and the formation lap will be disabled. In such case, the race length will be reduced by two laps.
  3. Should there be a synchronization problem with the server, the race will be restarted.

22.10 - Once the race has started signaled by the track lights, no restarts may be issued under any circumstances unless there's a server malfunction within the first five laps of the race.

23. THE RACE

23.1 - During the race, drivers leaving the pit lane may only do so when the light at the end of the pit lane is green and on their own responsibility. A flashing blue light will warn the driver if cars are approaching on the track. It is absolutely prohibited to leave the pit lane under a red light.

23.2 - In the event of a server failure before the race leader has covered half the race distance in laps, the server will be rebooted. Drivers that had not retired prior to the server failure will be given 5 minutes to rejoin the server. The Race Director will then adjust the starting grid based on the positions each driver was the lap in which the server failed. The race distance will be adjusted to the remaining laps prior to the failure. The session will then proceed with the starting procedure as stated in Article 22 of these Regulations.

23.3 - In the event of a server failure after the race leader has covered half the race distance in laps, the race will be considered over and full points will be given.

24. INCIDENTS DURING THE RACE

24.1 - "Incident" means any occurrence or series of occurrences involving one or more drivers, or any action by any driver, which is observed by the Race Director or a steward which:

  1. Constituted a breach of these Sporting Regulations.
  2. Caused a false start by one or more cars.
  3. Caused a collision.
  4. Forced a driver off the track.
  5. Illegitimately prevented a legitimate overtaking maneuver by a driver.
  6. Illegitimately impeded another driver during overtaking.
  7. Use of the chat during qualifying and/or race without prior authorization from the Race Director.

Only those incidents that fall under the aforementioned that were seen by the Race Director or a steward and those that were notified by a driver will be investigated.

24.2 - It shall be at the discretion of the Race Director to decide if a driver or drivers involved in an incident shall be penalized.

24.3 - The Race Director, and in some cases, rFactor 2 may impose any one of the penalties below on any driver involved in an incident:

  1. A drive-through penalty. The driver must enter the pit lane and re-join the race without stopping.
  2. A five-second stop-and-go penalty. The driver must enter the pit lane, stop in his pit stop position for at least five seconds and then re-join the race.
  3. A ten-second stop-and-go penalty. The driver must enter the pit lane, stop in his pit stop position for at least ten seconds and then re-join the race.

If either of the three penalties above is imposed after the end of a race, 20 seconds will be added to the elapsed race time of the driver concerned in the case of a. above, 25 seconds in the case of b., and 30 seconds in the case of c.

  1. A time penalty.
  2. A reprimand.
  3. A drop of any number of grid positions at the driver's next Event.
  4. Exclusion from the results.
  5. Suspension from the driver's next Event.
  6. Suspension from the Championship.

If any of the nine penalties above are imposed they shall not be subject to appeal

24.4 - For purposes concerning the Participation and Performance Ranking, a penalty is considered "minor" if the incident only affects the driver who committed the infraction.

24.5 - For purposes concerning the Participation and Performance Ranking, a penalty is considered "severe" if the incident directly affects two or more cars, including the driver who committed the infraction.

25. CLASSIFICATION

25.1 - The car placed first will be the one having covered the scheduled distance in the shortest time. All cars will be classified taking into account the number of complete laps they have covered, and for those which have completed the same number of laps, the order in which they crossed the Line.

25.2 - Cars having covered less than 75% of the number of laps covered by the winner (rounded down to the nearest whole number of laps), will not be classified and no points will be awarded.

25.3 - The official classification will be published no later than 24 hours after the conclusion of the race. It will be the only valid result subject to any amendments which may be made under these Sporting Regulations.

25.4 - Both Drivers Championship standings and Teams Championship standings will be published no later than 48 hours after the conclusion of the race. It will be the only valid standings subject to any amendments which may be made under these Sporting Regulations.

26. PRIZES

26.1 - At the end of the season, the top 5 drivers in the Drivers Championship Standings will have the opportunity to pick a prize from a list provided by the SRH Management. The first to select will be the Drivers Champion, followed by the runner-up, and so on and so forth.

26.2 - Prizes will only be revealed once the season has finished.
